THE CDF NIGHTMARE

The government recently alarmed that they need approximately 2billions to fight the drought menace while the MPs claiming to be given the same 2billions as CDF.These same money is to be used for bursaries to students whose parents can't afford even food for them.
The pastoral communities migrated further due to drought and about 400,000 students will be missing education but the MPs are insisting for the CDF money not regarding who benefits from this money.the opaqueness is real!
The CDF money is used for development in the constituency like bursaries for the needy students, building of classrooms, hospitals, roads in the constituency and construction of markets. Just the other day the MPs said that they were guilty and that the Training wouldn't go on till the national government disburse the said money as they couldn't be in a five star hotel while their constituants are worried about reporting to schools.Seems the biggest concern is on only the bursaries not the basic needs for their subjects under severe drought.
The big question now is, if the government disburses this money with an immediate effect, while even the civil servants are to donate their salaries starting with the cabinet ministers for the issue of drought, are the people who are being affected by the drought not of quicker concern to the government while it's under pressure for this particular fund?

The law makers should make safety of constituents a priority and the expense of development. It's strange to push for development when people are dying of starvation in 21st century.
